Abandoned battery recycling plant, Metales y Sus Derivados, was situated in Tijuana. Mexico is known as comparatively lax on enfocing environmental regulations. When the Mexican government closed this plant, its U.S. owners fled the country rather than pay to clean up lead contamination. Local residents, complaining of lead-related illnesses, have been unable to get restitution in the courts of either country.

Lourdes Lujan, parent and resident near the site of Metales y Sus Derivados, has tried to use court action to force the U.S. owners to clean lead contamination from the site. Residents contend that lead contamination is responsible for the high frequency of rashes and illnesses among local children.
