A guard tower of the Israeli Defense Force watches over the West Bank city of Hebron. Under the Oslo Agreement, Hebron is governed entirely by the Palestinian Authority, but the IDF maintains the responsiblity for defense of the entire West Bank. Soldiers and towers (built with the appearance of being permanent) are regarded by most local residents as an invading force.
